我的专业是敏感专业，航空工程，F1check之后被拒，F1 拒签理由是212(a)(3)(A)(1) 内容信上没有写，我后来查的是： any activity (I) to violate any law of the United States relating to espionage or sabotage or (II) to violate or evade any law prohibiting the export from the United States of goods, technology, or sensitive information,

我这个是永久拒签吗？信上还有一个选项是you are eligible to apply for a waiver of grounds of ineligibility.但是这一项没有打钩，是不是意味着我没有权利提出申诉，是永久拒签啊？
